BC’s Minister of Energy visits Horsey Substation Project

On May 27, Bill Bennett, British Columbia’s Minister of Energy and Mines, visited the Horsey Substation Project in Victoria, British Columbia, to see the project’s progress to date. It one of the province’s largest substations, providing close to 74,000 customers, including the BC legislature and downtown Victoria, with electricity.

In 2011, BC Hydro and Power Authority awarded SNC-Lavalin a contract to provide the engineering, procurement, project management, cost control, scheduling, risk management, quality management, and health and safety management services for the project.

Horsey will see the modernization of the 230-kV gas insulated substation to meet the expected 20% growth in electricity demand in British Columbia over the next 10 years. This will involve replacing three aging bus breakers to increase equipment performance in the cold climate, along with the addition of a third feeder cable for transmission.

“Victoria’s electricity demand is expected to increase 2% per year over the next 10 years,” said Bill Bennett. “We are not only going to need more electricity, but we are going to have to make sure it is even more reliable than today.”

It is critical that aging substations be modernized to meet the growing power demand and limit any faults or power outages. This is especially the case for the Horsey substation as it is the main power source for downtown Victoria.

“The modernization of the 230-kV gas insulated substation is well underway and expected to be completed by the end of 2016,” said Michel Lanthier, Vice-President, Operations and Projects, Transmission & Distribution, British Columbia. “We are extremely pleased with our progress to date as well as our health and safety record of 250,000 person hours worked without a lost time incident.”
