Klang Valley Mass Rapid Transit Line 1, Malaysia, Independent Consultant Engineer

In 2010, the Malaysian government approved the construction of an enhanced rail-based public transport network in the Greater Kuala Lumpur/Klang Valley region. Along with the existing light rail transit lines and monorail line, this mass rapid transit network would also integrate into the existing mainline rail network. Construction of Line 1 was officially launched in 2011. It included 51km of alignment and 31 stations, with 9.5km of track beneath the centre of Kuala Lumpur. 

SNC-Lavalin was part of a joint venture that served as the Independent Consultant Engineer for Line 1. In this role as the client’s technical and program advisor, our team oversaw many aspects of the project, such as power, signalling and tunnelling through all stages of the project from design, construction, installation, and testing and commissioning.


We provided oversight and assisted the client in ensuring that its project delivery partner was delivering a safe and efficient transportation system. As part of that role, we reviewed the complex technical information received from multiple stakeholders on the many engineering aspects of the project. We also visited factories for equipment testing and monitored site installation, testing and commissioning activities. 

Seamless integration 

A major challenge on the project was dealing with 13 different systems contractors interfacing with each other, and with eight civil contractors for the aboveground sections and one contractor for the underground section. Our extensive experience and consultancy skills enabled us to provide a balanced blend of management and technical capability which contributed to successful integration of all the railway systems and a seamless introduction into operation ahead of schedule.

Testing oversight

It was important that the complex and comprehensive testing program of all rail systems be executed correctly as well as on schedule. Our team was involved in all stages of the testing process, including factory acceptance tests at the various manufacturing sites and systems acceptance tests in Malaysia. We drew on our broad technical expertise to provide oversight of all testing and advised the client on the progress leading up to start of operations.

Keeping to budget

Ensuring the project was executed on budget and with the correct cash flow was another priority. As such, a large part of our work involved verification of progress payments. When an application for payment was made, we provided verification that the work being sought compensation for had actually been completed by the various works package contractors. 


The project was delivered within budget and ahead of schedule.

The Klang Valley MRT is now among the most modern mass rapid transit systems in the world. The fully automated Line 1 is capable of carrying as many as 40,000 passengers per hour in each direction.
